Does this mean a suicide chump is someone who fails in their attempt to commit suicide?

He was mocking teenagers who attempt suicide just to get attention. I always took "come on and get it over with then" more as a negative incentive - just by him saying that you wouldn't do that, "like why would I do that for you like?"

Maybe a suicide chump is someone that succeeds in committing suicide.
So which is it - success or failure at said task?

As Bonny said, a suicide chump is someone who's doing it for the attention. If they succeed, they're not going to get the attention. People who are really serious about committing suicide generally do get it right the first time.

Paraphrasing FZ, making sure you get it right the first time because nobody likes a suicide chump, means if you don't get right the first time then you're a chump. Continually attempting suicide and failing makes you a suicide chump. Obviously such a person has some deep seated issues and FZ was not being particularly sensitive towards them.
