City says private border wall didn't have a building permit and orders construction to 'cease and desist'

(CNN) City officials in Sunland Park, New Mexico, have delivered a "cease and desist" order to the owners of land where a private border wall is being built.

The project doesn't have proper permits to proceed because an application filed was incomplete, Sunland Park spokesman Peter Ibarbo told CNN.

"The rules apply to everyone," Ibarbo said. "That's the process."

The incomplete application isn't the only issue, Sunland Park Mayor Javier Perea told reporters Tuesday.

"My understanding is that city ordinance only allows a wall up to six feet tall, and this far exceeds that," he said.

The city's chief inspector is scheduled to visit the site Wednesday to help determine the next steps, Ibarbo said.

Brian Kolfage, whose GoFundMe campaign raised more than $20 million to build the wall on private property, disputed the city's assessment, describing the "cease and desist" order as political intimidation.

Construction at the site halted Tuesday after the order was received, Kolfage said. Attorneys for his group, We Build the Wall, met with city officials about permits Tuesday evening and subsequently submitted a revised site plan, he said.

"What we really think it is, we think it's a political issue. People are raising a fit about this. People don't like that it's happening," Kolfage said. "That's why we waited as long as we did to file the paperwork."

Kris Kobach, general counsel for We Build the Wall, said in a statement that building, development and rock wall permits had been filed, and that city inspectors had given the project a green light before Memorial Day weekend.

"We were then instructed by the same city officials that we were good to proceed with construction over the holiday weekend and that we would not have any issues being shut down," Kobach said.

Sunland Park City Manager Julia Brown told CNN the city's "cease and desist" order has nothing to do with politics.

"There is no political motivation on the part of the city, simply our interest in having our code and ordinances complied with," she said.

"This applicant is not being treated any differently from any other applicant in that all applicants are expected to comply with the law. We don't selectively enforce the law, do not show favoritism or ignore our own laws."

On Monday, We Build the Wall trumpeted its swift efforts to build a half-mile stretch of wall on private property, and pledged to continue its efforts on other sites.

Kolfage said word of his project's progress spurred an increase in donations this week.

"We have raised an additional $600,000 in the last few hours," he told CNN on Tuesday.

He pushed back against critics who've noted the privately funded wall doesn't sit directly on the border and who've dismissed the effort as "theater."

"It's protest wall," Kolfage said. "We are standing up. We are saving lives. It's stopping the flow of drugs and illegal migrants."

Simon Bridges says Boris Johnson has 'buffoon-like quality' and backs no-deal Brexit

Opposition leader Simon Bridges says incoming British Prime Minister Boris Johnson has "buffoon-like quality" and has backed a no-deal Brexit.

Meanwhile, Prime Minister Jacinda Ardern said a no-deal Brexit would not be good for New Zealand.

When asked to describe the incoming British Prime Minister, Bridges said he was "mercurial".

Opposition leader, Simon Bridges has called newly-elected leader, Boris Johnson a "buffoon" and backed his no-deal Brexit approach.

"This is a guy who can be on and can be off, he's got that buffoon-like quality."

Millions of others had also called him a buffoon, Bridges said.

He then started pedalling back from the comment and said it was more a term of endearment.

Bridges said he meant that Johnson was someone who sometimes got a bit of marmalade on his chin, sometimes did not say the right thing, and whose personal life could be interesting.

He then recalled a time he met Johnson, calling him impressive.

"He really knew his stuff and is the right man for the times in Britain because he is more outward looking.They have been through a grim time and he is going to give them more optimism."

Johnson's no-deal position on Brexit would be good for New Zealand because he was outward facing, he said.

"It means he will be very motivated for a free trade agreement and he has made clear we will be one of, if not the first, off the block."

He would be good for New Zealand because he had a real regard for the Commonwealth, Bridges said.

Meanwhile, Ardern described Johnson as "seasoned".

"I don't describe people in politics in that way [buffoon]".

She was focused on trying to make sure New Zealand maintained good, respectful relationships.

When asked about Johnson's controversial comments on ​burqas, where he said, Muslim women wearing burqas "looked like letter boxes", she said: "Ultimately it is up to the people that he serves to hold him to account, not other politicians. My job is to work closely with those that we have longstanding relationships with, and the UK is certainly one of them."

She believed a no-deal Brexit would not be good for any of the UK's existing trading partners.

New Zealand was not alone in that, she said.

"We have the added downside that a no-deal Brexit would mean there would be a lot of demand for trade agreements and at the moment, if there is an orderly exit, we have potentially a much higher wrangling, in terms of negotiating an agreement. So there is that added weight and downside for us."

"Already, we were amongst the first cabs off the rank for a trade agreement in a scenario where there is an orderly Brexit. Unfortunately, with a no-deal Brexit, there will be a certain amount of chaos and no one benefits from that - New Zealand included."

Ardern said she had not met Johnson before but they had exchanged text messages after his leadership win, getting off on familiar terms.

She had sent him a message saying "Kia ora Boris" and he sent back a message saying "Kia ora Jacinda".

She also acknowledged it would be a busy time for him and his Government with Brexit.

"He knows New Zealand well and that is a positive start for the relationship," she said.

During general debate in the House, Finance Minister Grant Robertson poked fun at Bridges for making the buffoon comment.

Missouri Walmart panic caused by armed man testing gun rights

Mr. Andreychenko surrendered to police without incident.

A man who sparked panic by walking into a Walmart with a rifle and body armour told police he was testing his right to bear arms in public.

Dmitriy Andreychenko entered the shop heavily armed, days after a mass shooting at another of Walmart's stores.

"I wanted to know if that Walmart honoured the second amendment," the 20-year-old told police after his arrest.

Prosecutors have charged him with making a terrorist threat.

If found guilty, the charge could result in a four-year prison sentence and a fine of $10,000 (£8,300), Greene County prosecutor Dan Patterson said in a statement.

On 8 August, Mr Andreychenko entered the store "armed with an AR style rifle slung across his chest", police said, wearing a ballistic vest and recording himself. Both the rifle and a handgun he carried were loaded.

He told police he did not expect the reaction his walk generated.

"This is Missouri, I understand if we were somewhere else like New York or California, people would freak out," he said, according to police filings.

Days before, 20 people had been killed in a Walmart in El Paso by a gunman carrying an automatic rifle.

The police statement also revealed that his wife, Angelice, had told him "it was not a smart idea".

"She told him that people were going to take this seriously due to recent events... she told him he was just an immature boy," it said.

His sister Anastasia also told police he had asked her to record video of what he called his "social experiment".

"She told him that it was a bad idea and that she did not want to do that," it said.

Mr Andreychenko told police he only intended to buy some grocery bags and check if anyone tried to stop him.

The store manager "believed Andreychenko came to the store to shoot people", the police statement said, and triggered the fire alarm to evacuate customers.

Mr Andreychenko was held at gunpoint by an off-duty fire fighter, who was legally carrying his own weapon, until police arrested him.

Prosecutor Dan Patterson said that while residents of Springfield, Missouri, were allowed to carry weapons, "that right does not allow an individual to act in a reckless and criminal manner endangering other citizens."

The terrorist threat charge covers an act which "recklessly disregards the risk of causing the evacuation" of a building, or "knowingly causes a false belief or fear... that a condition exists involving danger to life."

Mr Andreychenko is being held on a $10,000 bond, and will not be allowed to possess a firearm if he does make bail.
